In the spring of 1993, the Irish Defence Forces signed contracts with a independent defense contractor to acquire new computer security system to help crack down on IRA terrorism. With hopes of ending the bloody streets wars and conflicts, the system - Firelock - will be implemented into the Irish Intelligence Services computers immediately. IRA Dominic Sullivan hears of this computer system and decides that the best way to break it down is to break its creator, a computer programmer at Cormac-Leuven Technologies named Michael Warren. Sullivan breaks into Warren's house one night, kidnaps his young daughter, Emily, and holds her for ransom in a ploy to lure Warren out into the open.

Mr. Warren goes to the military authorities to ask them to mount a rescue operation. As rogue leader Sam Duncan gathers his men together to storm the warehouse, Warren goes in first to exchange the money. It soon becomes unclear as to the real motives of the terrorists, and the ulterior motives of the supposed rescue team as well.
